Pillaging always has it risk/rewards in non alliance wars. You must take into account his overall size. A million point player has no excuse to have a 0 military score. While a new player dose to a point. 68k is suffecent to start getting a military running, but not exactly ideal.

You might be better off just getting an invite code from somebody to start off on the same islands as them sort of thing.
