+++ I was just suggesting that forests, quarries, mines, pits, and vineyard must have a target bar for donation for each player based on the number of towns in the island. e.g. Island A has 10 towns in it. Then Saw Mill costs 394 to upgrade to level 2. then each player will have a bar that they must donate at least 40 to upgrade it to level 2. So that you can check who's the leecher or not.

+++ If you don't want that suggestion, then my suggestion is that all players will have their own mills in the forest. But the interaction to other players will be lost right? Then the total resource per hour will be based on level of your own saw mill in the forest + the level of the forest itself.

Own Saw Mill Level 2 Upgrade costs: 23 (this is based on level 2 saw mill cost which is 394/16 towns)
Player A donated 23 woods then it will be level 2 for his own saw mill.
Now as time goes by, Player A already got level 20 Own Saw Mill. It will be an advantage for him because he's a generous donor of wood on the island.
Unlike Player B with just level 10 Own Saw Mill. (But I can't blame this player if he is military or pillage type that his resource depends only on his pillage. You're not required to donate since you seldom use the Saw Mill. Only the level of saw mill on the island will be affected. You're still considered burden but not like the situation of the leecher right now.)
> The computation of the Saw Mill of the Island Level Still depends on the overall donation of the towns in the island. As I was saying earlier, the total woods per hour, or wines/marble/crystal/sulphur depends on your OWN + the ISLANDS level of gathering area. So the interaction on players will not be lost.
> To make it simple, if the old system allows you to have 264 gatherers at level 14 saw mill, then it can be 75% of it which is 198 workers if you have level 14 in your own saw mill. But if the island gets level 14 also, then the +25% of it which 66 can be added to your worker. (this is just an example. It's up to you what percentage you will implement. It's just a consideration for good donors.)
75% of max for your own depends on its level + 25% of max for the island depends also on its level.
e.g.
OWN SAW MILL: Level 20 75% x 420 = 315
ISLAND SAW MILL: Level 15 25% x 288 = 72
You can have 387 total workers on the island.
Therefore it will be fair for those who really donates. They will not much suffer from leechers in their island.
